Measuring cup confusion - Cookware - Hungry Onion

\I have 2 of th\ese glass measuring cups and never noticed til the other day that 16 oz and 2 cup marks are not at all equal - off by about 3 tablespoons. Have been using them for quite a while w/out noticing…. Is this just bad product markings or could there be a reason?
